Mix potatoes, green peas, green chillies, fennel seeds, salt, lemon juice, sugar, red chilli powder, garam masala powder, turmeric powder. Heat a steamer and steam the cabbage rolls for five minutes. Allow to cool and slice. Heat oil in a non stick pan. Add mustard seeds. Once they splutter, add curry leaves.
