Sieve flour along with salt, cream of tartar and baking powder atleast twice. Rub butter into the flour, till the mixture resembles breadcrumbs.
Add sugar and one tablespoon of cinnamon powder in the flour mixture, mix well with a light hand. Add lightly beaten eggs and mix to form smooth dough. Chill the dough for about two hours. Grease a baking tray lightly.
Preheat the oven to 400°F. Roll the dough in cylindrical shape and cut in to one centimeter thick cookies. Sprinkle with the remaining cinnamon powder and bake for eight to ten minutes until light brown.
Cool before serving.
