Grind ginger and green chilli to a fine paste. Add it to the flour with little oil, soda bi carbonate, salt and sour yogurt. Add little warm water to make a thick batter. Set aside to ferment for ten to twelve hours. Heat sufficient water in a steamer. Grease a tray or a thali that will fit into the steamer. Pour the batter onto the greased tray, sprinkle black pepper powder on top. Steam for twenty to twenty five minutes or till done. When done remove and cool. Cut it into cubes.
