Grind together basil leaves, garlic, salt, parmesan cheese, sunflower seeds and olive oil to a paste. Add boiled penne and ground paste to the pan and mix well. Add milk and mix well. Sprinkle crushed red chillies and mix. Transfer into a serving dish, sprinkle sunflower seeds and serve hot.
