Mix cocoa in a quarter cup of cold milk. Dissolve milk powder in another quarter cup of warm milk. Bring the rest of the milk to a boil. Add dissolved cocoa and milk powder to the boiling milk. Stir continuously. Add rice paste and cook till a little thick. Remove from heat and mix in sugar substitute. Pour into an earthenware pot. Sprinkle sliced pistachios and let the phirni cool.
