Add salt, mix and set aside. Heat butter in a non-stick pan, add onions and salt and saute, stirring occasionally, until the onions turn a deep golden brown. Remove from heat and allow to cool. Mix together onions, yogurt, cream cheese-lemon juice mixture, chives, salt and pepper powder. Serve with the chips.
