Add green chillies, lemon juice and sufficient water and grind into a chutney. Cut fish into small cubes and place in a bowl. Add chutney, crushed black peppercorns, salt and mix well. Set aside to marinate for ½ hour. Heat oil in a non stick pan. Mash the garlic cloves and add to the pan and saute, stirring, till golden. Add fish cubes, cover and cook for 2 minutes. Flip and cook from the other side for 2 minutes. Transfer onto a serving plate and serve hot.
