Add chana dal and cook for 10-15 minutes, stirring continuously. Add khoya, sugar and green cardamom powder and cook for 8-10 minutes on low heat, stirring continuously, till the mixture thickens. Heat ½ tsp ghee in another non stick pan, add cashewnuts and raisins and sauté till they turn golden. Transfer the halwa into a serving bowl. Garnish with cashewnuts and raisins and serve.
