Diagonally slice the carrot. Cut all the capsicums into thick strips. Cut onion into rings. Separate the cauliflower florets. Mix refined flour with salt and white pepper powder in a bowl. Add sufficient water and 10-12 ice cubes and whisk to make a smooth batter. Dip vegetables one by one in the batter, slide into hot oil and deep fry till crisp and golden brown.
