Drain, refresh in cold water and set aside to cool. Roast the whole capsicums over an open flame. Refresh in cold water, peel, halve, remove seeds and cut into thin strips. Heat oil in a pan; add the onion, garlic, dried oregano, dried basil, crushed peppercorns and salt and sauté over high heat for two to three minutes, stirring occasionally. Add the cooked penne, the capsicums and mozzarella cheese, toss lightly, cover and Serve hot, sprinkled with grated Parmesan cheese.
