Add salt and black pepper powder and whisk. Add milk and butter and whisk. Heat the oil in a non stick pan. Pour the egg mixture and cook, stirring continuously, to make scrambled eggs. Place a tortilla on the work top. Place two tablespoons of rice at one end of the tortilla. Top it with the scrambled eggs. Place the carrot strips over and drizzle some chilli sauce. Sprinkle some lettuce leaves and roll the tortilla tightly. Halve each roll diagonally and serve immediately.
