Roughly chop curry leaves and place both in a bowl. Add garlic, green chillies, ginger, 1 teaspoon red chilli powder, 1½ teaspoons garam masala powder, crushed peppercorns, salt and chicken mince and mix well. Add chopped coriander and mix well. Set aside for 10 minutes. Grind oats coarsely and transfer into a bowl. Add rice flour, remaining garam masala powder, remaining red chilli powder, salt and crushed peppercorns and mix well. Spread this mixture onto a plate. Divide the chicken mince mixture into equal portions and shape them into medium size cakes. Heat olive oil in a non-stick pan. Heat olive oil in a non-stick pan.
